Catacombs lvl 3, 4, and Andy are area lvl 85.(I will not be testing this, but this will help get mercs more +skills, easier res, and easier FCR cap.) A3 Mercs may now use Sorc orbs, pally shields and maces.HOWEVER, Ice Barrage has been buffed heavily so it is a great skill to synergize with blizz for single target (which I was already doing). I'm not 100% sure how this will affect the damage of blizzard. If you don't need the FCR, use Frostburns or Chance Guards. You can use them for FCR or Trang Gloves. Magefists no longer can have +cold skills.Teleport damage reduction debuff now starts at -65% from -50%.Teleport now once again uses its original cast frames (no longer uses lightning cast frames).Blizzard level 28+ scaling increased from 14-16 to 15-17 per level.Blizzard level 22-28 scaling reduced from 12-14 to 11-13 per level.Blizzard level 16-22 scaling reduced from 10-12 to 8-10 per level.Blizzard level 8-16 scaling reduced from 8-10 to 6-8 per level.
